The Teenage Mutant Ninja Turtles, thanks to their creators Eastman and Laird, (one of which is a native of Maine, my home state, yea,) wanted to get as close to the original independent comic they did before it went all mainstream, but include enough from the show and Archie Comics series for people to know what it was. I said that to say Krang was never a villain in the originals, and they were actually a benevolent alien race that was partly responsible for splinter and the turtles.

A creature which looks like Krang, and which may have inspired him, appears in the 1986 remake of Invaders from Mars. The Turtles’ creators, Eastman and Laird, blocked Bebop and Rocksteady from appearing in the sequel. Hence the creation of Tokka and Rahzar. It’s likely that Krang was left out for the same reason.
Everyone’s mind went strait to Krang…
I guess why they never used Krang in the live action turtles movies is because that wouldn’t be real life enough like the new Batman live action movies. Batman Begins, Dark Knight, and Dark Knight Rises. Shredder is really threatening in real life times.
